These are organisations that have defined LADS Africa .LADS Africa is a start-up under the Harare Institute of Technology, which is a state university under the Ministry of Higher and Tertiary Education. LADS Africa works closely with the Local government and public works in transforming Zimbabwean local authorities.The government arms help in giving us policy direction.

Harare Institute of Technology (HIT)

Harare Institute of Technology produces highly qualified technical human capital that is creativity driven, project oriented, understand all stages of invention including idea generation and development and have the ability, stamina and courage to set up high-tech enterprises.

Ministry of Local Government and Public Works (MLG)

Ministry of Local Government and Public Works promotes sound local governance, undertake and coordinate rural and urban development to enhance the socio-economic development of Zimbabwe.

Ministry of Information Communication Technology (ICT)

Ministry of ICT transforms Zimbabwe through use of information and communication technologies into a knowledge based society so as to enhance the country’s competitiveness in the world in order to stimulate and sustain economic growth.

Ministry of Higher and Tertiary Education (MHTE)

The Ministry is responsible for the formulation and implementation of policies related to skills training and development and the promotion of Science, Technology and Innovation.

These organisations have and continue to play a pivotal role in funding LADS initiatives. CLGF were the initial funders of the project and have so far assisted more than 20 local authorities in taking up our ERP.


CLGF works with its members and other partners to identify needs and design, manage and monitor national, regional and pan-Commonwealth capacity-building programmes.

United Nations Development Programme

UNDP works in 170 countries and territories to eradicate poverty while protecting the planet. We help countries develop strong policies, skills, partnerships and institutions so they can sustain their progress.

German Agency for International Cooperation

GIZ provides tailor-made, cost-efficient and effective services for sustainable development.



LADS works closely with associations who have a working relationship with councils. Associations assist us in interfacing with councils better. They help in organising thematic serminars and workshops.

Computer Society of Zimbabwe

The Society’s aims were to educate the general public on the use and development of Electronic Data Processing, today more widely known as Information and Communication Technologies (ICTs).

Association of Rural District Councils of Zimbabwe

The ARDCZ is a body corporate recognised by the Rural District Councils Act 29:13 which forms the legal basis of rural self-governance in the country.

Urban Councils Association of Zimbabwe

UCAZ is a voluntary association of 32 urban local authorities, enjoying a 100% membership of all urban councils in Zimbabwe.
