Programme Based Budgeting PBB

This module will allow the council to do their annual budgets. The system will allow departments within the local authority to submit their budgets to the finance department for approval. The system will allow the council to submit the finalized budget to central government electronically. The module will be integrated with payments, billing & receipting modules for real-time comparison of revenue and expenditure budgets.

Procurement Management

This module will allow councils to enforce procurement regulations. This module will allow departments to electronically submit purchase requisitions. The module will also facilitate e-tendering and adjudication of purchase requisitions.

Voucher Management

This module will be part of procurement management. It will track payment vouchers from initiation to finalization. The system will automatically assign voucher ids. Electronic approval of the voucher will be done through this module. This module will prevent budget overruns as it will check vote lines every time a voucher is initiated to see whether the vote line funding the voucher still has enough funds left.

Payment Plan

This module enable councils to perform the following: 1.track debtors. 2.Facilitate the creation of payment until they are paid off. 3.It will be integrated with call centres for easy tracking of debtors correspondences. 4.Can send bulky notifications to debtors. 5.Easy integration with point of sale. 6.Management reports

Stand Allocation

This module will enable local authorities to capture all available and vacant stands and track their allocation. It will also manage the waiting list and allow councils to generate waiting list documents from the system. Stand offer letters will also be generated automatically by this module.

Document E-filing Module

This module will enable local authorities to electronically file their documents. It will also track the movement of files from one department to the other. The module will capture the profile of each council such as wards, villages, chiefs, councilors etc.

Business Licensing

The module will be used to capture and track all businesses within a council. The system will enable the councils to bill traders according to their nature of business. The system will produce license documents which can be printed. Each license document will be uniquely identified using a barcode or QR code.

Waiting List Management

This module will allow the local authorities to manage the waiting list and allow councils to generate waiting list documents from the system. Stand offer letters will also be generated automatically by this module.

The TC has two distinct and complimentary centres of excellence, which are the Technical Training Unit and the Production Unit. The Technical Training Unit links all academic departments in order to provide tailor-made programmes and customised short courses responsive to industry’s needs. The Production Unit brings workshops and laboratories of all academic units together in an inter-disciplinary and multi-disciplinary approach to enhance research & development as well as maximising on production orders from industry and commerce.

The Technology Centre (TC) is a strategic unit of Harare Institute of Technology that was set up to promote (the development of) manufacturing activities from various academic units within the Institute as well as attending production orders from industry and commerce. Its other mandate is to give competence development training in technical and management courses to industry, commerce as well as the Small to Medium Enterprises Sector (SMEs). The TC also promotes school-wide inter-departmental convergence that leads to establishment of various research groups in a interdisciplinary and multi-disciplinary approach.
